Senator Ahmad Abubakar, B.Sc. (QS), M.Sc. (Cost Mgmt), FNIQS, NIMC, FMP, CP3 – Chairman
Senator Ahmad Abubakar holds a B.Sc. in Quantity Surveying and and an M.Sc. in Cost management from Ahmadu Bello University, Zaria with over 40 years’ experience in the Built Environment Industry both as practitioner and teacher.
He is a founding Director of Integrated Facility Management Services Limited [facility managers of Abuja International Conference Center, Eagle Square Complex and the Murtala Mohammed Square, Kaduna], a founding member of Abuja Chapter of International Facility Management Association (IFMA) for which he was the second chapter President -2013 to 2014, and a former member of the 6th Senate of the Federal Republic of Nigeria. He brings to MHPCL a wide spectrum and in-depth knowledge in project, institutional and policy management.
Ezinwa Chinedu Ibekwe - B.Engr. - Vice Chairman/CEO
Mr. Ibekwe has been involved in the field of engineering, especially electric power, oil and gas and environmental managemen for over 43 years. He is a graduate of Electrical/Electronic Engineering (B.Engr., Second Class Upper Honours) University of Nigeria in 1979 and has a Postgraduate training in Energy Economics & Environmental Management.
He is the Founder, Interaf Group of Companies. He was formerly Technical Adviser to the NEPA Technical Board (2000 to 2001) and also Principal Consultant to the House of Representatives Committee on Power (2008-2010). He has wide knowledge and experience in managing private firms and organizations with particular expertise in the preparation of feasibility studies, tender design, project finance, construction supervision, structural design and risk management for projects.
Obioha Jude Idigbe - Director Legal Affairs & Corporate Governance
Mr. Idigbe oversees the legal and regulatory affairs of MHPCL in addition to being responsible for corporate governance, ethics, compliance, access to information and document management. He is a skilled Corporate Lawyer with particular expertise in Risk Assessment/Management, Compliance, Business Ethics, Corporate law, Banking & Insurance Regulation. He has experience and an understanding of the risks of doing business in the international energy and infrastructure market and adapting policies and practices to properly conduct profitable business while respecting local customs and the general business environment.
Mr. Idigbe has been practicing Law for over more than 43 years. He holds a Bachelor of Law degree from University of Nigeria and was called to the Nigerian Bar in 1979. He is the Founder & Principal Partner at Obioha Jude Idigbe & Company and also Chairman of Lushann Eternit Energy Limited, an energy company in joint venture with the Ghanaian Government to exploit oil in the Saltpond Oil Field, Ghana.
Engr. Hu Dingguo – General Manager Central and West Africa, Powerchina Huadong Engineering Corporation Limited.
Hu Dingguo is an accomplished plant manager with over 12 years of experience in overseeing complex industrial operations. His expertise lies in optimizing plant efficiency, ensuring smooth production processes, and managing teams to achieve organizational goals. With a strong background in engineering and a keen eye for detail, Hu Dingguo has successfully led multiple projects, driving improvements in productivity and cost reduction.
One notable project that showcases Hu Dingguo’s capabilities is the rehabilitation of the Kainji Dam. As the project manager, he played a pivotal role in coordinating the rehabilitation efforts of the dam, which involved extensive repairs, upgrades, and modernization of the hydroelectric facility. Hu Dingguo’s meticulous planning and strategic decision-making were instrumental in ensuring that the project was completed within the allocated timeframe and budget. He was also the Project Manager for the retrofit conversion of the 40MW Dadin Kowa Dam to a hydropower facility in association with Mabon Energy and is also overseeing the Operation and Maintenance of the dam.
In addition to his technical expertise, Hu Dingguo possesses excellent project management skills. He excels in aligning project objectives with organizational objectives, establishing clear milestones, and effectively managing resources and stakeholders. His ability to navigate complex project dynamics and adapt to changing circumstances has earned him a reputation for delivering successful outcomes.
Arc. Modibbo Abdulkadir Siddiq; B.Sc, M.Sc. (Arch), AIFMA - Director, Environmental Sustainability, Stakeholder Engagement and Resettlement
Arc. Siddiq has over 45 years working experience in facility management services and facility development consultancy.
He has wide knowledge and experience in the Built Environment Industry with particular expertise in the preparation of feasibility studies, tender design, project finance, construction supervision, structural design and risk management for built facilities. He has played leadership roles in delivery of projects such as the Design of Inland Bank Building, Abuja; Design of Pharmaceutical Company Ilorin, and the Re-design of Nicon Branch Bauchi. He brings to MHPCL a wide spectrum knowledge in project, institutional and policy management.
Jimi O. Popoola B.Eng., (Civil), MNSE, MIWRA - Director Engineering & Technical Services
Mr. Popoola is a registered Civil Engineer in Nigeria with particular expertise in Structural Design, Construction and Maintenance of Dams, Irrigation Schemes and Water Projects, and has for over 30 years, been involved in development, engineering studies, designs and construction supervision of projects, mostly in the water resources and environmental engineering fields in Africa, Europe and North America.
Prior to becoming a Principal Partner at Interaf Group, he was with Moving Water Industries Corporation (MWI) of Deerfield Beach, Florida, USA, as the Director for West Africa. Mr Popoola had also worked in the International Division of Scott Wilson Kirkpatrick and Partners, Basingstoke, England, where he played key roles in the design of municipal water supply, environmental, flood, hydrology, and ground water related projects. Mr Popoola was a Resident Engineer with Impresit Bakolori Nigeria Ltd on the Jibiya Multi-purpose Dam Project , as well as the Kafanchan and Kagoro Water Supply Schemes.
Mr. Zhang Jin -Project Manager
Powerchina Huadong Engineering Corporation Limited & Project Engineer of Makurdi Hydropower Project Company Ltd.
Mr. Zhang Jin is an accomplished Project Manager with extensive experience in the power and energy industry. He currently serves as the Project Manager at Powerchina Huadong Engineering Corporation Limited, a renowned multinational company specializing in engineering, procurement, and construction of power projects.
With a strong background in project management, Mr. Zhang has successfully led and delivered numerous complex power projects throughout his career. He possesses in-depth knowledge of project planning, resource allocation, risk management, and stakeholder coordination. His exceptional leadership skills enable him to effectively oversee cross-functional teams and ensure projects are completed within budget and on schedule.
Anayo H. Nzeribe MBA – Banking & Finance - Director, Strategic Planning & Corporate Development
Mr. Nzeribe is the Director, Strategic Planning & Corporate Development. Mr. Nzeribe joined the INTERAF GROUP in the early 1990s. He has more than 20 years’ experience in business strategy, planning, process improvement, finance, and commercial negotiations in the electric power sector, oil & gas sector, and information technology.
He brings to MHPCL a deep understanding of the energy business as well as a broad variety of business development, project engineering, cross-functional team leadership, and energy management. As Director, Strategic Planning & Corporate Development he is responsible for the company’s corporate development strategies and evolution, business development, energy transactions and commercial relations, innovation and research and development as well as human resources management. Mr. Nzeribe graduated with Masters of Business Administration (MBA) – Banking & Finance from the University of Nigeria in 1991.
Obinna Jideofo Ibekwe – LLB, BL, - Director, Emerging Technologies & Digital Solutions
Mr. Obinna Ibekwe is the Director – Digital Technologies at MHPCL and supervises the Information and Communications Technologies (ITC) Systems of the company including the security of its systems and networks to ensure smooth and successful business operations.
He graduated with a Bachelor of Laws degree (LL. B) from the University of Manchester in 2014 and has a Postgraduate Certificate in Project Management. Since graduation he has been involved in Information Technology with focus on Digital Business Analysis with emphasis to digital transformation strategy for optimization of services in the real estate and luxury vacation businesses. His professional experience includes remote contract with Digital Bananas Technology London and also as a Founder & Principal Partner of Oasis Rift Entertainment, Manchester & Nigeria.
Before his appointment as Director Digital Technologies for MHPCL he had worked as Project Director at Cityfest Development Co Ltd, an Interaf Group real estate subsidiary, where he assisted the design team of architects and other key professionals to develop design criteria for a 200 units housing project (Crown Gardens Estate).
He is responsible for building the digital solutions required by MHPCL including but not limited to custom AI-based solutions for managing maintenance functions, user identity and access, and also develop analytical solutions to detect energy theft, simulation of preventive maintenance for equipment and integrated vegetation and environment management around the dam site.
Mr. Zhou Qiyang - Project Manager, PowerChina Huadong Engineering Corporation Limited
Engineer Zhou Qiyang is a seasoned project and business manager with a wealth of experience working with Powerchina Huadong Engineering Corporation Limited. With a strong background in engineering and project management, Zou has successfully overseen several significant projects, including the Unit 1G3 & 1G4 Installation and 1G9 Rehabilitation Project in Kainji Hydro Power Dam.
One of the notable projects Zou managed was the Unit 1G11 Throat Ring Replacement Project in Kainji Hydropower dam. This project involved critical engineering challenges, and Zou’s expertise and meticulous attention to detail played a crucial role in its success. He coordinated various teams, managed resources, and implemented strategies to optimize project outcomes.
Tian Yuan – Chief Representative of Powerchina/Sinohydro in Nigeria
Tian Yuan is a distinguished professional in the field of energy and infrastructure development, currently holding significant roles within Powerchina-Sinohydro in Nigeria. With extensive experience and expertise, he serves as the Chief Representative of Powerchina-Sinohydro, overseeing Zungeru 700MW hydropower station project recently completed and commissioned in Nigeria.
In this capacity, Tian Yuan plays a pivotal role in the successful execution of the project, which involves the construction and operation of a state-of-the-art hydropower station. His responsibilities include strategic planning, project management, stakeholder engagement, and ensuring adherence to quality and safety standards.
Xu Mingchen – Business Development Executive PowerChina/Sinohydro
Xu Mingchen is a highly accomplished and influential professional in the field of business development, specifically focusing on the West and North Africa region for Powerchina-Sinohydro. With an extensive background in the energy and infrastructure sectors, Mr. Xu brings a wealth of knowledge and expertise to his role as the Business Development Manager.
Having worked with Powerchina-Sinohydro, a renowned global leader in the construction and engineering industry, Xu Mingchen plays a vital role in identifying new business opportunities and forging strategic partnerships in the West and North African markets. His primary objective is to promote and expand the presence of Powerchina-Sinohydro in the region by leveraging their expertise in power generation, transmission, and infrastructure development.
Luciano Salvato - Director

Christopher Osaretin Omoruyi – General Counsel
Mr. Christopher Osaretin Omoruyi is the General Counsel of MHPCL with responsibilities that include but not limited to advising on and ensuring compliance with laws, regulations, and licensing requirements specific to the energy and infrastructure sectors. Mr. Omoruyi has deep cognate experience and understanding of the applicable environmental, water, and energy regulations, as well as sundry specific requirements related to hydropower projects.
Mr. Omoruyi has been practicing Law for more than 34 years. He holds a Bachelor of Law degree from University of Benin and was called to the Nigerian Bar in 1989. He is a Solicitor of England & Wales from the College of Law, England 2005, and a Chartered Arbitrator from The Chartered Institute of Arbitrators, London – England 2004. He is a member, Law Society of England & Wales and Patron Member, International Bar Association, United Kingdom.
